GENERAL INFORMATION CONCERNING INDIAN RIVER COUNTY, FLORIDA <br />Tile following information has been provided by Indian River County, Florida, and Is Included only <br />for the purpose of providing general background Information. The Information has been compiled on behalf <br />of the County, and such compllation Involved oral and written communication with various of the sources <br />indicated. The laformatlon U subject to change, although efforts have been made to update Information where <br />practicable. <br />The Series 1996 Bonds are not a general obligation of the State of Florida or any political subdivision <br />thereof, including Indian River County, and are only payable from the sources described in the Official <br />Statement. <br />Deserlitidon <br />Indian River County (the "County") was established in 1925 by an Act of the Legislature separating it <br />from St. Lucie County, The County encompasses approximately 497 square miles and is located in the middle <br />of Florida on the eastern coast, approximately 135 miles north of Miami, 190 miles south of Jacksonville and <br />135 miles east of St. Petersburg. The County is bounded on the north by Brevard County, on the south by St. <br />Lucie County, on the weal by Osceola and Okeechobee Counties and on the east by the Atlantic Ocean. The <br />City of Vero Beach is the seat of County government and the largest city in the County. Other incorporated <br />cities located within the County are Fellsmere, Indian River Shores, Orchid and Sebastian. There are <br />approximately 100 miles of waterfront land in the County, including approximately 23 miles of Atlantic Ocean <br />beaches. <br />Government <br />Indian River County has a rive -member Board of County Commissioners (the "Commission"). Each <br />member represents one of five districts, elected at large (County -wide) for staggered terms of four years. The <br />Chairman and Vice -Chairman are elected by the Commission. A County Administrator is appointed by the <br />Commission and is responsible for administrative and fiscal control of the resources of the County. Macht <br />Member <br />November, 1996 <br />The Commission apportions and levies County taxes and controls the expenditure of all County funds, <br />except school funds which are controlled by the School Board of Indian River County, and except for funds which <br />are controlled by an independent taxing district. The budget year of the County runs from October 1 to the <br />following September 30. Operating revenue is raised from ad valorem taxes, real and personal property taxes, <br />and user fees with supplements from state and federal sources. The Commission operates a county road system, <br />water and sewer system, solid waste disposal system, a public golf course and other recreational facilities, and <br />has power to establish, build, maintain, repair, protect and preserve these public facilities. <br />Other elected ofiiciala serving County -wide are a Property Appraiser, Tax Collector, Supervisor of <br />Elections, Sheriff and Clerk of the Circuit Court who is also the Clerk of the Board of County Commissioners. <br />A-1 <br />
