EXHIBIT "C" <br />Description of Project Need <br />The northern portions of Indian River County in the vicinity <br />of Wabasso Beach have been experiencing beach erosion and a <br />recession of the shoreline. This erosion has caused loss of the <br />natural protective dune and vegetation and is threatening the loss <br />of public infrastructure and private residents. In order to <br />maintain the existing shoreline and recreational beach, the <br />beach/dune system must be renourished and/or protected. <br />Restoration of historical sand volumes and native vegetation must <br />be accomplished to reduce the additional loss of public property. <br />The winter of 1993/94 has caused erosion sufficient for the <br />County to require emergency fill permits at Wabasso Beach Park, and <br />adjacent homes have constructed coastal armoring structures. A <br />historical prospective was prepared by Coastal Technology <br />Corporation (see Exhibit "D").
