ANALYSIS: <br /> KHA has evaluated in detail the SCADA system and found that amongst other components the control <br /> panels at the NCRO plant need immediate attention. In order to keep NCRO running efficiently the <br /> corrective actions on the two panels are critical. Therefore, for the following reasons staff request <br /> BCC waive the bid process and permit IRCDUS request three (3) quotes from qualified vendors: <br /> • These panels control chemical feed and transfer pumps,which are critical to maintaining water quality <br /> to customers and pumping treated water to storage. When they fail, which they have done, the <br /> following occurs: <br /> ➢ Water production stops and the clearwell overflows. Treatment continues but no treated <br /> water makes it to storage. <br /> ➢ Water quality(pH, hardness,turbidity)suffers and inconsistent water quality is produced. <br /> ➢ Chlorine residual can be lost and the water is not properly disinfected,potentially creating <br /> non-compliance issues. <br /> ➢ Overdosing of chemicals can lead to high/low pH, bleached water, and turbid water, all <br /> resulting in out of compliance finish water. <br /> • The existing hardware is antiquated, no longer manufactured, and is no longer supported from a <br /> software perspective. <br /> • It is unreliable and cannot restart automatically when power is lost. This requires manpower to <br /> manually restart the systems while the clearwell can overflow and water quality is jeopardized. <br /> • Signals from these panels continue to vary wildly and are not reflective of what water quality is <br /> produced. Controlling feed rates of chemicals must be done manually and automation is non-existent. <br /> • Continued overflowing of the clearwell when the panel fails may cause structural damage to the <br /> clearwell,the critical component to treating and pumping water to storage. <br /> • Data is unreliable and has to be collected and input manually. <br /> • Parts are not available from the manufacturer, requiring third-party purchases which have recently <br /> been as much as$40,000, more than 5 times the cost of the newer ones. <br /> o The condition of these panels is worsening exponentially due to the corrosive conditions and many of <br /> the conductors, instruments, etc.are failing. <br /> KHA, anticipates to have the necessary specifications and details ready towards the end of July for requesting <br /> quotes from the qualified vendors. Furthermore,the Engineer's Opinion of Probable cost to range$80,000 to <br /> $100,000.00 for the corrective actions needed for the two(2) panels. <br /> FUNDING: <br /> Funding for the SCADA upgrades is available in the SCADA upgrades account within the Utilities <br /> Operating Fund.
