DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, on May 11, 1999, approved a management plan for the —110 acre Jungle <br />Trail Conservation Area (JTCA) on south Jungle Trail. The JTCA is owned by the State; Indian River County <br />has a long-term lease as manager of the property. When the Board approved the management plan for <br />transmittal to the State, the Board reserved the right to rename the property at a future time (presumably when <br />the property is formally improved and opened to public access). <br />Public access improvements at the JTCA, accessing off Jungle Trail, are now nearing completion. The <br />improvements include construction of an identification sign. For that reason, staff is now requesting that the <br />Board formalize the name of the conservation area. <br />ANALYSIS <br />In 1998, the County established a JTCA Ad Hoc Advisory Group to provide input into development of' the <br />management plan. In May 1999, as reported to the Board when it considered the management plan, the <br />Advisory Group recommended that the Board change the name of the conservation area to distinguish it from <br />the overall Jungle Trail greenway. While the Group did not have a specific recommendation for a name <br />change, one altemative discussed was to make reference to the cultural history of the property, in that it was the <br />homestead of Captain Forster, a pioneer in the County's history. The other thought was to tie the name to a <br />geographic feature of the property. <br />Staff suggests that the property be renamed the "Captain Forster Hammock Preserve," which references the <br />cultural history as well as the predominant natural feature (maritime hammock) of the site. Although the JTCA <br />Advisory Group has not met since the Board approved the JTCA management plan (in May 1999), staff has <br />contacted members of the Group, who have expressed no objection to staffs suggested renaming. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve renaming the Jungle Trail Conservation <br />Area to the "Captain Forster Hammock Preserve," and direct staff to advise the Division of State Lands of the <br />formal name change. <br />ATTACHMENTS: <br />1.
