PROCLAMATION <br /> HONORING THE STAFF OF THE SEA OAKS , AND <br /> WEST REGIONAL WASTEWATER TREATMENT PLANT <br /> WHEREAS , the Indian River County Department of Utility Services , Sea Oaks <br /> Wastewater Treatment Facility , recently received the David York Award ; and <br /> WHEREAS , the David York Award is given by the State of Florida , Florida Water <br /> Environment Association , based on performance comprised of percentile components <br /> broken down in the following manner : 25 % for excellence in environmental quality <br /> management ; 45 % for reuse systems ; and 30 % for public information . The Sea Oaks <br /> Facility met and exceeded all standards , and received the award as the Number One <br /> wastewater treatment plant , within its category , in the State ; and <br /> WHEREAS , the West Regional Wastewater Treatment Facility was awarded , (within <br /> its category ) , First Place in Operations and Maintenance of a wastewater treatment plant <br /> within Region Four , which is made up of Kentucky , Tennessee , North Carolina , South <br /> Carolina , Mississippi , Alabama , Georgia and Florida . As this award is given by the <br /> Environmental Protection Agency , a branch of the Federal Government , it is one of the most <br /> prestigious and sought-after in the nation ; and <br /> WHEREAS , the awards reflect both innovative and enthusiastic management , as <br /> well as an ongoing commitment by staff to work together to produce excellent results . <br /> NOW, THEREFORE , BE IT PROCLAIMED BY THE BOARD OF COUNTY <br /> COMMISSIONERS , INDIAN RIVER COUNTY, FLORIDA that the Board recognizes the <br /> following staff members for their stellar performance and dedication to serving the citizens of <br /> Indian River County : Superintendent Terry Southward ; Staff Assistant II Brenda Davis ; Chief <br /> Operators Kurt Stefan , ( Sea Oaks Facility — David York Award ) , James DeGraffenreid , Max <br /> Harper ; Ron Briskie , Plant Operators Gary Dilts , ( Sea Oaks Facility — David York Award ) , <br /> Michael Baumgartner and Leo D 'Angelo ; Plant Electrician Tom King , and Plant Mechanic <br /> Jerry Miller ; and wishes to express its appreciation and pride in the accomplishments of the <br /> Superintendent and his staff. <br /> Adopted this 2"d day of October, 2001 . <br /> BOARD OF COUNTY COMMISSIONERS <br /> INDIAN RIVER COUNTY, FLORIDA <br /> r <br /> Caroline D .
