ON MOTION by Commissioner Ginn, SECONDED by <br />Commissioner Tippin, the Board, by a 4-0 vote (Commissioner <br />Macht absent) unanimously approved the Certificate of <br />Acceptance of SubGrant Award for the Substance Abuse <br />Administration Grant XIII in the amount of $15,932 and the <br />Agreement with the Substance Abuse Council of Indian River <br />County, as recommended by staff. <br />DOCUMENTATION IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />7. G. PROCLAMATION DESIGNATING THE MONTH OF NOVEMBER, 2002 AS <br />NATIONAL EPILEPSY AWARENESS MONTH <br />The Chairman entered the following Proclamation upon the rec, ~�l: <br />PROCLAMATION <br />DESIGNATING THE MONTH OF NOVEMBER, 2002, AS <br />NATIONAL EPILEPSY AWARENESS MONTH <br />WHEREAS, a seizure is a sudden, brief attack of altered consciousness, motor <br />activity or sensory phenomena. It is a sign that certain brain cells, known as neurons, <br />are discharging an excessive amount of electrical impulses; and <br />WHEREAS, Epilepsy can be caused by injury to the brain, lack of oxygen at birth, <br />brain tumor, infection species and brain hemorrhage. In sixty percent of the cases, the <br />cause is unknown and Epilepsy can affect anyone, at any age and at any time, and more <br />than two million Americans and one hundred and fifty thousand Florida residents are <br />afflicted with some type of Epilepsy; and <br />WHEREAS, with the administration of anticonvulsant drugs, two thirds of those <br />afflicted with Epilepsy are drug controlled; but lack of education about this disorder has <br />contributed to age-old myths, superstitions and prejudices, making the stigma associated <br />with this disorder sometimes worse than the disorder itself; and <br />WHEREAS, people who have Epilepsy make reliable and conscientious workers in <br />njob performance, productivity, safety,cooperation and attendance and Epilepsy should <br />ot be a barrier to uccess. In additin to the normal requirements for success, a person <br />rho has Epilepsy needs a supportive environment and employers who are willing to give <br />them an opportunity to become productive citizens. <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the month of <br />November, 2002, be designated as <br />NATIONAL EPILEPSY AWARENESS MONTH <br />in Indian River County. <br />Adopted this 22nd day of O,:".:her. 2002. <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />OCTOBER 22, 2002 <br />
