ALTERNATIVES <br />With respect to the revised Local Housing Assistance Plan, the Board of County Commissioners has <br />three alternatives. These are: <br />► adopt <br />the <br />revised <br />plan <br />► adopt <br />the <br />revised <br />plan with changes <br />► reject <br />the <br />revised <br />plan <br />Staff supports the first alternative. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of County Commissioners <br />approve the proposed amendment of the county's Local Housing Assistance Plan by adopting the <br />attached resolution. <br />ATTACHMENTS <br />1. Background on SHIP funds set aside for Homeless <br />2. Adoption Resolution ( including revised pages 27-31 of the LHAPlan) <br />Community Development Director Bob Keating explained the minor changes <br />being proposed to coordinate with various state requirements. The impetus behind the <br />change is the Homeless Services Council's need to use a portion of the funds for <br />rehabilitation of their facility on 4`" Street. The proposed changes will allow up to <br />$100,000 to be used for rehabilitation of a structure owned by a non-profit organization. <br />These funds are given as a $100,000 grant for this year and not as a loan. <br />Commissioner Stanbridge questioned whether multi -family developers could <br />request these monies, and Director Keating responded in the affirmative. <br />Commissioner Macht explained that the intent is to extend matching funds so <br />Homeless Services can obtain a grant <br />SHIP does. <br />This will not impact the individual loans that <br />Chairman Ginn questioned whether affordable housing could come in if they were <br />a 501-3(c) corporation. <br />OCTOBER 23, 2001 <br />-86- <br />�4 <br />1 i L..
