Keith McCully, P.E., Esq., Stormwater Engineer OA l <br />1� <br />SUBJECT: VERO LAKE ESTATES STORMWATER IMPROVEMENTS, PHASE I <br />DATE: October 16, 2001 <br />DESCRIPTION AND CONDITIONS <br />On Wednesday, September 12, 2001, the County received bids for Phase I stormwater improvements <br />to the Vero Lake Estates subdivision. Two bids were received: <br />1. C.E.M. Enterprises, Inc. had a base bid price of $1,777,000. <br />2. Sheltra & Son Construction Co., Inc. had a base bid price of $1,973,030. <br />Although there were several alternative bid items, they will make no change in the selection of the <br />apparent low bidder, C.E.M. Enterprises, Inc. <br />The engineer's estimate for the project was $1,200,000. We believe that the current building <br />construction boom in the County led to the higher than anticipated bid prices. <br />We are negotiating the contract price with C.E.M. Enterprises and we expect to reduce their bid by <br />approximately $250,000 through a Change Order. Savings will be accomplished by the County <br />hauling excess excavated material to the North County Park, County purchase of pipe material to <br />eliminate state sales tax, Contractor concessions, and other miscellaneous deductions. <br />C.E.M. Enterprises has never performed work for Indian River County. However, we interviewed <br />several agencies and municipalities for whom C.E.M. Enterprises has performed construction work, <br />and all comments regarding the company's quality of work and overall performance ranged from <br />"good" to "excellent." <br />OCTOBER 23, 2001 <br />-104- <br />f <br />
