JOHNS RIVER WATER MANAGEMENT DISTRICT ALTERNATIVE <br />WATER SUPPLY GRANT CONTRACT FOR ELIMINATION OF REVERSE <br />OSMOSIS CONCENTRATE INTO THE INDIAN RIVER LAGOON <br />BACKGROUND <br />As a means to supplement utility funding for the County's Brine Reuse project, the Board of County <br />Commissioners authorized the Departnent of Utility Services to apply for an alternative water supply grant with <br />St. Johns River Water Management District (SJRWMD) to redirect demineralizaton concentrate from the Indian <br />River Lagoon to the Bent Pine RIB site where it will be mixed with stormwater and reused for irrigation. <br />SJRWMD awarded the County 520,000.00 to help fund the project. Staff is now presenting the contract with <br />SJRWMD to the Board for execution. <br />ANALYSIS <br />The Indian River County North Reverse Osmosis water plant currently discharges it's brine reject water into the <br />Indian River J. agoon. The Dept. of Environmental Protection, DEP, and Indian River County have been working <br />to develop an alternative means of disposal of the Brine reject water. As a means to resolve the problem of the <br />Bnne discharge Indian River County has developed a unique program that will reuse the Brine by mixing it with <br />stormwater and wastewater reuse, thereby creating a beneficial irrigation byproduct that can now supplement <br />local water supply demands. - <br />The St. Johns River Water Management District, SJRWNID, sought submittals from governmental utilities <br />within their service area for example alternative water supply projects. SJRWMD was seeking projects that <br />exemplified unique means of supplementing water supply and that could also serve as examples for other utilities <br />in the state. SJRWNID, in examining the County's project decided to award the County $20,000 to go towards <br />the projects implementation. The award this year may also set the stage for additional similar funding for next <br />year. The County has agreed to contribute $100,000.00 to the project, initially.
