State Criminal Alien Assistance Program - (Sheriff's Office) <br />The Board reviewed a Memorandum of January 11, 2002: <br />TO: <br />FROM: <br />THROUGH: <br />DATE: <br />RE: <br />Board of County Commissioners <br />Michael C Zito, General Counsel <br />Indian River County Sheriff's Office <br />Roy Raymond, Indian River County Sheriff <br />January 11, 2002 <br />State Criminal Alien Assistance Program <br />The State Criminal Alien Assistance Program (SCAAP) is a payment program that is administrated <br />by the Department of Justice's Bureau of Justice Assistance (BJA). This program provides funding <br />to participating jurisdictions for the partial reimbursement of costs incurred by incarcerating <br />undocumented criminal aliens in their correction systems. The SCAAP Program is authorized <br />through Section 241 of the Immigration and Nationality Act of 1990. <br />The BJA provides funding to participating jurisdictions based on a formula determined by an <br />applicant's percentage of the total SCRAP funding for that fiscal year. The FY -2002 SCAAP budget <br />is $585 million dollars. The BJA will provide funds to assist in the payment of costs incurred from <br />housing those foreign born inmates that are in the Indian River County jail facility for more than 72 <br />consecutive hours. The revenue generated from participating in this program would be directly <br />wired by the BJA to the Indian River County general fund as unrestricted dollars that can be used by <br />the County for any lawful purpose. <br />January 15, 2002 <br />33 <br />
