Future Land Use Element Policy 1.40 <br />Future Land Use Element Policy 1.40 states that, to the extent feasible, the county shall collocate <br />public facilities with schools. Since the subject property will be the location of a public facility and <br />the subject property is adjacent to a school, the request implements Future Land Use Element Policy <br />1.40. <br />Summary of Consistency with the Comprehensive Plan <br />While the referenced policies are particularly applicable to this request, other Comprehensive Plan <br />policies and objectives also have relevance. For that reason, staff evaluated the subject request for <br />consistency with all plan policies and objectives. Based upon that analysis, staff determined that the <br />request is consistent with the Comprehensive Plan. <br />Potential Impact on Environmental Quality <br />Environmental impacts of development on the subject property would be essentially the same under <br />either the existing or the proposed land use designation. The county's 10-15% native upland plant <br />community set aside requirement would apply to development on the subject property, regardless <br />of land use designation and zoning district. If an environmental survey indicates that wetlands exist <br />on the site, federal, state and county wetland protection regulations would apply. Given the <br />predominantly scrubby habitat of the site, gopher tortoises may be present on the site. The Florida <br />Fish and Wildlife Conservation Commission will regulate any gopher tortoise relocations that may <br />be necessary. For these reasons, no significant adverse environmental impacts associated with this <br />request are anticipated. <br />CONCLUSION <br />Based on the analysis, staff has determined that the requested land use designation is compatible with <br />the surrounding area, consistent with the goals, objectives, and policies of the Comprehensive Plan, <br />and meet all applicable concurrency criteria. Finally, the subject property is located in an area <br />deemed suitable for public facility uses. The request meets all applicable criteria. For these reasons, <br />staff supports the request. <br />RECOMMENDATION <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners approve the proposed amendment to change the site's land use <br />designation from M-2 to PUB by adopting the attached ordinance. <br />ATTACHMENTS <br />1.
