• • <br />G oal 3.1 Reduce stormwater pollution by eliminating unpaved road <br />runoff and suspended solid loading to Indian River <br />Lagoon. <br />G oal 3.2 Eliminate 4 grader routes. <br />This area has the greatest number of unpaved roads with a total of <br />160.4 miles. The remaining 24.2 miles are either already paved, <br />are park roads, or are programmed to be paved. Also, extensive <br />right-of-way acquisition is needed in this sector. Since there are <br />too numerous roads to list, they are labeled Sector 3 on the <br />attached grading route sheets. <br />The total cost to pave all 160.4 miles (not including right of way <br />costs) is $80,200,000 under conventional paving methods. It is <br />possible to reduce this cost (possibly by 50%) if alternate methods <br />such as open graded asphaltic concrete, are used. The possible <br />revenue sources are as follows: <br />1. MSBU or Special Assessments for rural areas - all property <br />owners benefit <br />2. Stormwater grants for water quality treatment. <br />3. Gas Tax Revenue <br />4. Local Option Sales Tax <br />ALTERNATIVES AND ANALYSIS <br />The current Indian River County Special Assessment Road Paving Program <br />provides for the County funding 25% of the cost of paving and drainage <br />improvements and benefiting property owners funding the remaining 75% <br />(37.5% each side of a street when two sides benefit.) <br />Until recent cost increases, this funding program has resulted in 124 <br />projects being completed since 1981, or approximately 45 miles. In the <br />1980's, the cost for a typical 14 acre lot owner was less than $1,000. <br />Currently, this cost is as much as $3,500 or approximately $35/FF. Much <br />o f the increase is stormwater related. Staff has been aware of Water <br />Management District grants available for road paving (Clay County has <br />✓ eceived substantial funding). <br />FUNDING OPTIONS TO REDUCE YEARLY ASSESSMENT COSTS <br />There are several options to reduce the yearly payment costs to <br />benefited property owners for road and drainage improvements as <br />follows: <br />Option 1 - INCREASE THE PAYMENT PERIOD <br />For special assessments by establishing Municipal Service <br />Benefit Units (MSBU's) or increase the current Special <br />Assessment pay back program to five years. <br />This option is currently being used in Palm Beach Ccu,Ly <br />w here six MSTU's (Municipal Service Taxing Units) were <br />e stablished in 1994. Projects within a MSBU are approved <br />at a public hearing after petitions are received. The <br />benefited property owners are assessed a percentage of <br />the cost and based on a front footage or benefited area <br />January 15, 2002 <br />65 <br />1 <br />V 3 <br />
