Director Boling commented on the zoning of the neighboring areas , including the Disney and Sea Oaks developments to the south , and noted that multi - family zoning in most of the areas has been developed as single - family residential . The County Comprehensive Plan treats the 1981 CCCL as a line of prohibition , with an exception for dune crossover structures which are allowed seaward of that line . The Department of Environmental Protection ( DEP) regulates structures located between the 1981 and 1987 CCCLs . The 7 units proposed are the maximum number allowed and the developer proposes to save as much of the hammock as possible .
