A drawing of the new site plan , which is now being appealed after its denial by the <br /> Planning and Zoning Commission , was then reviewed . Director Boling commented on the <br /> zoning of the neighboring areas , including the Disney and Sea Oaks developments to the <br /> south , and noted that multi - family zoning in most of the areas has been developed as single - <br /> family residential . <br /> The County Comprehensive Plan treats the 1981 CCCL as a line of prohibition , with <br /> an exception for dune crossover structures which are allowed seaward of that line . The <br /> Department of Environmental Protection ( DEP) regulates structures located between the <br /> 1981 and 1987 CCCLs . The 7 units proposed are the maximum number allowed and the <br /> developer proposes to save as much of the hammock as possible . <br /> Chairman Ginn questioned the erosion rate in that area. and County Coastal Engineer <br /> Jeff Tabar reviewed his Memorandum of January 15 , 2001 , with attachments , and noted that <br /> this particular area has been designated a critical erosion site with erosion occurring at a rate <br /> of 2 to 3 feet per year : <br /> TO : Jeffrey R .
