Commissioner Macht emphasized that the Board is still responsible for taking care <br /> of what is put before it . The people in North Beach have built single - family construction all <br /> the way down to CR- 510 . Another consideration should be the simple courtesy awarded <br /> from neighbor to neighbor . Blocking the view of a neighbor could not be considered <br /> courteous . He felt that P &Z did not consider a number of facts including the visual evidence <br /> of erosion and the health , safety and welfare of the people who will live in that development . <br /> He saw no reason to permit a dangerous situation even though it may meet the letter of the <br /> law . Martin and Broward Counties have seen fit to extend the CCCL one way or the other <br /> and the state has set requirements to build elevated buildings , more than a tacit admission <br /> that the building will be in harm ' s way . When the City of Vero Beach was asked to be the <br /> determining authority in 1986 or 1987 , the City Manager commented that DEP simply <br /> wanted to get out of the stream of lawsuits which they could see coming . <br /> MOTION WAS MADE by Commissioner Macht , <br /> SECONDED by Commissioner Stanbridge , to <br /> uphold the Planning & Zoning Commission ' s <br /> decision . <br /> Chairman Ginn questioned how much FEMA money has been dedicated to restoration <br /> of this area , and County Coastal Engineer Jeff Tabar stated that the County has received <br /> $ 900 , 000 from FEMA to replace 2 miles of dunes directly to the south of this site , including <br /> the adjacent property . <br /> Chairman Ginn felt the State has done a very poor job in protecting the area between <br /> the CCCLs .
