In Indian River County, state toll revenue credits are utilized as a soft match to provide the required <br /> nonfederal share for the capital expenses portion of a Section 5307 `rant . While a match is still <br /> required , the use of a soft-match eliminates the need for the County to provide a cash share for <br /> capital expenses . Toll revenue credits as soft match may be used only for the capital portion of a <br /> Section 5307 grant. The nonfederal share for operating expenses is met through equal amounts of <br /> local funding and a state public transit block grant . <br /> ANALYSIS <br /> For FY 2000,/01 , the COA has requested that the County apply for federal Section 5307 funds on its <br /> behalf so that the COA can provide for the continuation and expansion of its Indian River <br /> Transit/Community Coach fixed route and dial -a-ride bus service . As proposed, the grant will allow <br /> the Council on Aging to leverage County and state funds to continue and expand needed public <br /> transportation services within the County . <br /> A copy of the County ' s proposed FY 2000/01 Section 5307 grant application is provided in <br /> Attachment 1 . As required by Federal Transit Administration (FTA ) regulations, the attached grant <br /> application was prepared using its Transportation Electronic Award and Management ( TEAM ) <br /> software . FTA now requires grantees to utilize its TEAM software in the development , submittal , <br /> modification, and management of Section 5307 grants . The attached grant application contains all <br /> information required by FTA . <br /> As indicated in the grant application, the total proposed budget amount is 51 , 034 , 915 . The federal <br /> portion of that amount is $ 550,549 . 00 . That includes both capital and operating section 5307 grant <br /> funds . The total proposed budget includes $66 , 183 . 00 in capital expenditures and $ 968 , 732 . 00 in <br /> operating expenditures . The nonfederal share of capital expenditures ( $ 16 , 546 . 00 ) will be met <br /> through the use of toll revenue credits as a soft match . Because a soft match is non-cash, this amount <br /> is not included in the project total . The nonfederal share of operating expenditures ( 509110 ) will be <br /> provided in equal amounts of $242 , 183 . 00 by a Florida Public Transit Block Grant (PTBG ) and by <br /> Indian River County . The county ' s contribution consists of previously approved general fund <br /> monies budgeted specifically for this purpose . <br /> According to Section 5307 grant application requirements , a designated recipient must hold a public <br /> hearing to obtain the views of citizens on a proposed grant application . In keeping with that <br /> requirement, staff has published a notice of this meeting and has scheduled this item as a public <br /> hearing . <br /> The MPO has included the proposed Section 5307 grant in its FY 2000/01 - 2004/05 Transportation <br /> Improvement Program (TIP ), a necessary prerequisite for submittal of a Section 5307 application . <br /> It is also important to note that the proposed grant application is consistent with the MPO ' s adopted <br /> five year Transit Development Plan and 2020 Long Range Transit Plan . <br /> To apply for Section 5307 funds , the Board of County Commissioners must adopt the attached <br /> resolution (Attachment 2) authorizing staff to submit the attached grant application . The resolution <br /> has been reviewed and approved by the County Attorney' s Office . <br /> RECOMMENDATION <br /> Staff recommends that the Board of County Commissioners adopt the attached resolution authorizing <br /> the filing of the attached FY 2000/01 Section 5307 grant application . <br /> JANUARY 2 , 2001 J <br /> - 44 - <br />
