Community Development Director Bob Keating explained that all funds would be <br /> passed through to the Council on Aging . A little over $ 66 , 000 is for capital expenses which <br /> requires no matching funds . The majority of the funds are for operating expenses which do <br /> require a 50 % match . 50 % of that comes from State block grant funds and 50 % comes from <br /> local funds . The sum of $ 242 , 000 was approved in the last budget year . Today ' s <br /> recommendation is for an authorization to submit an application for 25 % of the total <br /> operating expenses . <br /> The Chairman opened the public hearing and asked if anyone wished to be heard <br /> regarding this matter .
