Deputy County Attorney Will Collins gave a brief history of the regulations and <br /> explained that this moratorium is to allow staff time to do further studies and bring back <br /> recommendations for new regulations . <br /> The Chairman opened the public hearing and asked if anyone wished to be heard in <br /> this matter . There being none , the Chairman closed the public hearing . <br /> Planning Director Stan Boling noted that one application that came in last week is <br /> being processed at this time . <br /> Chairman Ginn believed that what is needed is a master plan for the whole County . <br /> Commissioner Macht commented that there are 2 major conferences coming up which <br /> deal with these issues . Terry Smith, Telecommunications Manager, can bring back a report <br /> on what technology is now available .
