10 PERSONNEL DIRECTOR SEARCH FIRM - DMG - MAXIMUS ,
INC .
The Board reviewed a Memorandum of December 26 , 2000 :
TO : Board of County Commissioners
FROM : James E . Chandler, County Administrator
DATE : December 26 , 2000
SUBJECT : Personnel Director
As the Board is aware , the Personnel Director retired effective the first week of
September, 2000 . The Assistant County Administrator has been Acting Personnel Director since
last May .
Recruitment statewide for a replacement was initiated in October and resulted in a
number of applications . However, the number of individuals with any degree of relevant
experience was extremely limited. Two were interviewed , but neither, in my opinion, had the
full background and experience necessary for the position. The limited response of individuals
with any degree of relevant experience may be attributed not only to the economic climate and
job market, but also the fact that the recruitment was statewide and not national .
There is an obvious need to fill the position in a timely manner, and it is becoming more
critical considering the amount of time the Assistant County Administrator must devote to
Personnel in addition to his other responsibilities . As a result, I recommend utilizing the
services of a search firm. I would recommend DMG- Maximus , Inc . , the firm used in 1997 for
recruitment of the Utility Director . The services rendered were extremely satisfactory . The
proposed fee is $ 15 ,000 plus reimbursable expenses not to exceed 55 , 000 .
County Administrator Chandler stated that Assistant Administrator Joe Baird has been
Acting Personnel -Director since last May and the situation is becoming critical . The
responses to advertisements have been very limited and without the qualifications required .
JANUARY 2 , 20M s t PG 06 Q 0
- 54 -
