ANALYSIS <br /> Of the 38 -platted residential lots in Forest Lake, there are 35 lots which may benefit from <br /> this proposed water main installation . The 24 owners requesting the installation of the <br /> county water system include 18 owner signatures on the petition, and 6 owner signatures <br /> on temporary water service agreements, representing 69 % of the 35 lots which may <br /> benefit from this project. The owners of 3 lots on 2nd Square SW, who paid for the <br /> installation of their own water lines and were provided service in July 1997 , are not <br /> included. <br /> Although the streets in Forest Lake are private , the certificate of plat dedicates a <br /> perpetual easement for utility services . <br /> The properties are typically 0 . 53 of an acre , plus or minus . Exceptions include lots as <br /> small as 0 . 43 to as large as 0 . 72 acre . The largest lot has only 63 . 98 feet of street <br /> frontage , whereas typical lots have from 125 to 140 feet of frontage ( one having more <br /> than 180 feet ) . Staff is proposing equalization by not assessing any lot for more than 0 . 50 <br /> acre. ( See ATTACHMENT 1 . Plat map which displays the area to benefit from the <br /> assessment project, and ATTACHMENT 4 . Schedule of Properties) . <br /> This project is to be paid through the assessment of property owners along the proposed <br /> water line route . Funding will be from the Assessment Fund No . 473 -000- 169- 501 . 00 . <br /> Attached are Resolutions I and II for the assessment project . The total estimated project <br /> cost and amounts to be assessed, including engineering and administration, is <br /> $ 191 , 548 . 51 . The estimated assessment cost per square foot is $ 0 . 255075 ( rounded ) ( see <br /> ATTACHMENTS 4 & 5 — Schedule of Properties & Preliminary Assessment Roll ) . <br /> RECOMMENDATION <br /> The staff of the Department of Utility Services recommends that the Board of County <br /> Commissioners approve the attached resolutions , which approve the preliminary <br /> assessment roll and establish the public hearing date . <br /> ON MOTION by Commissioner Stanbridge , <br /> SECONDED by Commissioner Tippin , the Board <br /> unanimously adopted Resolution 2001 - 004 <br /> providing for expansion of the County ' s water <br /> system to Forest Lake Subdivision ( west of 43 `d <br /> Avenue and south of First Street SW ) ; providing the <br /> total estimated cost, method of payment of <br /> assessments , number of annual installments , and <br /> description of the area specifically served . <br /> JANUARY 2 , 2001i� 0 PG 6 0 9 <br /> _ - 58 - <br />
