<br /> BACKGROUND
<br /> On June 20 , 2000 the Board of County Commissioners approved Work Authorization No . 13 to
<br /> Camp Dresser & McKee Inc . for well rehabilitation services for the South County Water Supply
<br /> System, including television inspection and chemical treatment ( see attached agenda item and
<br /> minutes : Exhibit "A") . While performing the television inspection of the wells it was found that
<br /> the boreholes are tapered and contain obstructions . These obstructions are greatly influencing the
<br /> performance and production of the well system. Work Authorization No . 13 has exceeded its
<br /> expected completion date of December 1 , 2000 . Justification of an extension , as well as a letter
<br /> assessment of current conditions. are contained in Exhibit "B " .
<br /> ANALYSIS
<br /> Five of the six wells have been video surveyed and tested for specific capacitance . The testing
<br /> revealed Well Nos . 1 , 2 , 3 and 5 have borehole obstructions below the well casing or appear to be
<br /> influenced by a tapered borehole . Well No . 4 was not videotaped since the pump column could
<br /> not be physically removed . Well No . 6 appears to be in good structural condition . To remove
<br /> obstructions and correct the tapering of boreholes . CDM and the well rehabilitation contractor
<br /> have recommended reaming the four wells . Estimated costs for a single replacement well , should
<br /> the County choose not to ream, is approximately 5300 . 000 each . Reaming of these wells will
<br /> ensure capacity needs at the factlit}' and allow wells to be cvcled as needed for proper operation .
<br /> Once the four wells are completed , the contractor will attempt to free Well No . 4 for chemical
<br /> treatment and video investigation . The work on Well No . 4 will be performed last due to possible
<br /> problems with freeing the wellhead . Contingency costs are included to the work authorization to
