Collins II — Deputy County Attorney <br /> DATE : December 27 , 2000 <br /> SUBJECT : Quail Valley Right of Way Options <br /> This fall the Planning and Zoning Commission approved a conceptual <br /> site plan for an eighteen - hole golf course to be known as Quail <br /> Valley. The golf course site is west of 74th Avenue between 69th <br /> Street and 61st Street . A condition of the approval was that the <br /> applicants submit an agreement for the future purchase of all <br /> thoroughfare plan road rights of way and obtain Board of County <br /> Commissioners approval of the agreement . <br /> The thoroughfare plan roads in question are 74th Avenue along the <br /> east of the Quail Valley Property , 61st Street along the southern <br /> boundary and 65th Street which bisects the property . <br /> Although these roads are on the thoroughfare plan , they are not <br /> projected to be constructed within the 20 -year capital improvement <br /> program horizon . The Community Development staff wanted to <br /> preserve the option to acquire these properties at such future time as <br /> need arises . Each of the three option agreements provides a 25-year <br /> option to purchase with a 15 -year extension for a total option period <br /> Of up to 40 years . The purchase price will be determined by the <br /> average of two separate appraisals based upon agricultural use for <br /> citrus production .
