The water service lines between the water mains and meter boxes were constructed of <br />polybutylene, which has proven to be an inferior material in this use application, due to <br />failures. The Board of County Commission's approved staffs request for a similar water <br />line replacement project for the Cambridge Park subdivision. The Cambridge Park project <br />was completed on schedule and within budget. <br />ANAI YSIS <br />Approximately 10% of the single and double polybutylene water service lines that serve <br />121 meters have failed within the last several years requiring emergency replacements by <br />the County's Utility personnel Some of the repairs were made after hours requiring <br />overtime compensation and at great cost and inconvenience to our customers. Since it is <br />obviously only a matter of time before all remaining water services will fail and have to be <br />replaced, the Utilities Department believes it is prudent to be proactive and replace them in <br />an orderly and timely manner as part of the scheduled line and replacement program <br />The Utilities Department has reviewed the available options for replacement and <br />determined the best way to effect the replacement was to use the Utility Department Labor <br />Contractor, (see attached agreement) The material for the project will be directly <br />purchased by the Utility. This decision has been made based on man-hour availability of <br />Utility maintenance crews, continuity of work, existing water table conditions and customer <br />inconvenience. The total cost of labor and materials for this project is estimated to be <br />$138,794.55, with a further breakout of $110,198.17 for labor, and $28,596.38 for direct <br />purchase material Because the contract is for more than $25,000, the Labor Contractor will <br />have to post a Performance and Payment Bond prior to commencement with the work. <br />RFCQMMFN.LlATIQNI <br />The staff of the Department of Utility Services recommends the Board of County <br />Commissioners approve the project at a total cost of $138,794.55 including 10% <br />contingency for labor, and authorize the Chairman to execute a Work Authorization <br />Directive, as presented. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Adams, the Board unanimously <br />approved the project at a total cost of $138,794.55, <br />including 10% contingency for labor, and authorized <br />the Chairman to execute a Work Authorization <br />Directive, as recommended by staff. <br />WORK AUTHORIZATION IS ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />JANUARY 22, 2002 <br />-62- <br />1 <br />71.1 <br />
