<br /> the company spent $ 142 million on corporate advertising in the first half of 2000 . SWAT
<br /> is sending a video message to the tobacco executives and collecting signatures on petitions .
<br /> They believed adult support to be the key for success in this campaign . They asked if the
<br /> Commissioners would join them by signing their petition and gathering more signatures .
<br /> They suggested that someone from the community sponsor replacement book covers so the
<br /> Philip Morris book covers can be sent back . (A copy of the petition was included with the
<br /> backup for the meeting . )
<br /> Chairman Ginn thought there was no question that the Board would certainly join
<br /> them ,
<br /> Commissioner Adams was unsure what SWAT hoped to accomplish , and Mimi and
<br /> Stephanie pointed out that none of the advertising dollars are being spent to tell teens that
<br /> smoking tobacco is harmful to their health .
<br /> Commissioner Adams suspected that some of the advertising is the result of the
<br /> litigation , and Ms . Sims advised that Philip Morris has spent the money as specified , but
<br /> stressed that so much more has been spent on advertising about how Philip Morris has
<br /> T 11 supported the charities . SWAT is petitioning Philip Morris to spend more money on the
<br /> charities ; there is a disparity between the dollars spent for the charity and their public
<br /> relations advertising .
<br /> Commissioner Adams understood but , from a business standpoint , they would not
<br /> have money to spend for the charities unless they can sell their products , not just cigarettes ,
<br /> but other products . They needed to be able to advertise so they would have money to spend
<br /> on charity works .
<br /> Ms . Sims stressed that SWAT is asking the company to spend more money on the
<br /> charities than on advertising their good works . The company does have other products , but
