<br /> him that he would be getting sewer lines . He understood what happened was that the sewer
<br /> line proceeded north on the east side of US 1 , and somewhere around Hobart Road detoured
<br /> across and went to the wastewater plant and did not come by his property but went closer to
<br /> the Graves Brothers plant . He kept "hounding” Mr . Pinto and asked for his money back ; Mr .
<br /> Pinto agreed to return his money without interest and the base facility charge . Mr . Gaudet
<br /> agreed to wait another two years . He enumerated the dollars he had invested in ERU ' s as
<br /> the years went by . Mr . Pinto offered to sell his ERU ' s but stressed the County would never
<br /> give the interest back nor the base facility charges . Mr . Pinto needed 51 % of the proposed
<br /> amount of money to get the sewer project started " and he did a great job selling " . Finally,
<br /> in 1996 , he thought the County had about $ 28 , 000 of his money , but he added it up and it
<br /> came out to about $48 , 000 for which he had received nothing but " a pile of cardboard
<br /> receipts . " He went back again and learned of the prohibitions ( crossing US 1 and crossing
<br /> the railroad tracks ) for getting lines to both of his mobile home parks . Mr . Pinto suggested
<br /> that Mr . Gaudet and his neighbors get together and pay for the connection to the closest line .
<br /> He could not afford to do it on his own and there were not enough others in the area to join
<br /> with him . Mr . Pinto said he would see what he could do ; he was very good about putting
<br /> Mr . Gaudet off. Mr . Gaudet then read into the record a letter he wrote in 1996 to the Press
<br /> Journal (but did not send) concerning his encounters
<br /> with the various departments of Indian
<br /> River County , with a chronological account of his dealings with the Utilities Department and
<br /> Mr . Pinto .
<br /> In response to Commissioner Adams wanting know Mr . Gaudet ' s " bottom line " , Mr .
<br /> Gaudet advised that he was looking for the other half of his base facility charges . He stated
<br /> the County could keep the $ 15 , 000 . The County had bought back his ERU ' s for $ 28 , 350 and
<br /> will be able to resell them . The County will "pick up " $ 45 , 000 if they " give him $ 15 , 000 " .
<br /> In 1996 , another Utilities Department employee , Robby Wiseman , agreed to put in a $ 90 , 000
