The proposed development fronts Jungle Trail . and includes <br /> both sides of Old Winter Beach Road (barrier island portion ) leading to the old bridge head ( "bridge <br /> tender ' s site ") . The right-of-way of Old Winter Beach is owned by Indian River County, as is the bridge <br /> tender ' s site at the road ' s terminus . <br /> The developer of the proposed Carlton River Club is Mason Simpson, President of CRC Development <br /> Company. The engineering firm for the project is Knight, McGuire & Associates, Inc . On April 20, 2000, <br /> Knight, McGuire & Associates applied to the County Public Works Department for a right-of-way <br /> permit to pave Old Winter Beach Road for access to the south portion of the planned Carlton River Club . -_ <br /> However, since Old Winter Beach Road is designated a "scenic and historic road . " county staff advised <br /> the applicant that the proposed road paving would need to be reviewed by the Historic Resources <br /> Advisory Committee (HRAC) and approved by the Board of County Commissioners prior to county <br /> staffs issuance of a right-of-way permit. The HRAC considered the matter on June 8 . 2000 , and ae'ain on <br /> December 14 . 2000 (see attached HRAC minutes ) . This matter is now being presented to the Board of <br /> County Commissioners for consideration . <br /> HRAC Recommendation <br /> At its meeting on June 8 . 2000 . the HRAC voted 3 -0 to recommend that the Board of Counn, <br /> Commissioners allow the road paving , but with the following conditions : <br /> • that the bridge tender ' s site remain in public ownership at its historic location ; <br /> • that public access to the bridge tender ' s site remain unrestricted; and <br /> • that the roadway improvements be the minimum necessary to meet the developer ' s <br /> access needs , as well as be designed to be the most historically compatible in meeting <br /> those needs . <br /> Further, staff had concerns at that time about the intersection of Old Winter Beach Road and Jungle Trail <br /> from a traffic safety viewpoint. <br /> To address points raised at the June 8 , 2000 HRAC meeting, the developer redesigned the proposed <br /> paving plan . On December 14, 2000, the HRAC reviewed revised engineering drawings . At that meeting, <br /> the HRAC voted 3 -0 to recommend against approval of the revised design, based on the opinion that the <br /> revised plan did not minimize improvements and could be better designed to be more historically <br /> compatible ( see attached minutes) . More specifically, the HRAC did not want the road to have a typical <br /> profile of a subdivision road fronting residential lawns . The HRAC also questioned the need of a <br /> sidewalk since it conflicts with the intent to minimize the width of the roadway improvement. <br /> Latest Revised Plan Based on EIRAC Concerns <br /> The developer has again revised the Old Winter Beach Road paving design to address the issues raised at <br /> the December 14, 2000 HRAC meeting.
