FEMA Emergency Dune Restoration Project DATE : January 24 , 2001 DESCRIPTION AND CONDITIONS Following the passages of hurricanes Floyd and Irene in 1999 , Indian River County qualified for funds from the Federal Emergency Management Administration ( FEMA ) to rebuild storm- damaged dunes in certain portions of the county shoreline . The County qualified for $ 991 , 069 from FEMA for this purpose . A Request for bids was issued in December 2000 to transport sand from upland sources and place it in such a manner as to construct a 20 foot wide extension of the dune feature in eight selected areas countywide . Lauderdale $ 948 , 069 . 00 Dickerson Florida , Inc . , Stuart $ 868 , 851 . 34 Ranger Construction Industries , Ft , Pierce $ 833 , 685 . 00 Henry Fischer & Sons , Inc . , Sebastian $ 1 , 0181555 . 00 Budget $ 991 , 069 . 00 RECOMMENDATIONS AND FUNDING Staff recommends the bid be awarded to Ranger Construction Industries . Funding is from the Beach Restoration Fund 128 - 144 - 572 , with reimbursement from FEMA under Disaster Relief funding Agreement No . 00 - RM- XX - 10 - 40 - 01 - 004 .
