MacConnell in the sum of $500.00 with American Surety <br />Company of New York as surety, was approved August 30, 1952, by Douglas Baker, Clerk Circuit <br />Court, as provided by law. <br />HOME RULE AMENDMENT RESOLUTION <br />Commissioner Watts introduced the following Resolution and moved its adoption <br />as follows, to -wit <br />WHEREAS, there will appear on the ballot at the general election in November of <br />this year a proposed Constitutional Amendment relating to counties as political subdivisions of <br />the State of Florida; and, <br />WHEREAS, the said proposed Constitutional Amendment, if adopted, would permit the <br />abolishing of all county officers or the change in the duties or functions of all county officers; <br />and, <br />WHEREAS,.if adopted, said Constitutional Amendment could result in there being <br />sixty-seven (67) different and unrelated systems of County Government in the State of Florida, <br />thus creating a chaotic condition and destroying uniformity and simplicity of Government; Now, <br />therefore, <br />BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, <br />that this Board does herewith call to the attention of the voters of Indian River County, Florida, <br />these objections to said proposed Constitutional Amendment and this Board does respectfully <br />request and invite the voters of Indian River County to give the same their serious thought and <br />consideration and requests all civic organizations and public bodies to rise up in a determined <br />and concerted action to cause the defeat of said proposed Constitutional Amendment. <br />BE IT FURTHER RESOLVED that a certified copy of this Resolution be furnished to <br />5' <br />the Press and Radio of this County. <br />clean-up day to be sponsored and designated by the interested parties. <br />The Board approved a provisional appointment of Elizabeth M. Homer as Clerk #1 <br />of the Indian River County Health Unit, replacing Alberta Martin who plans to attend school, said <br />action was taken on motion of Commissioner Waddell, seconded by Commissioner Watts and carried. <br />A letter was received from Mr. and Mrs. Charles R. Homer and other residents in <br />regard to having street signs placed in their district and particularly relating to the street <br />running east across Highway No. 1 from the Primitive Baptist Church on the Old Dixie Highway and <br />their own street, one block east and parallel to Highway #1, which were unmarked. <br />Commissioner Warren was appointed Chairman of a sign Committee regarding signs <br />and markers for 'County roads and streets. <br />Mrs. Anne Christensen, County Welfare Case Worker, made a report of her activities <br />for the month of August, 1952, which was filed with the Clerk, and further reported a cash refund <br />of $5.00 for a grocery order which she had given, this amount to be deposited in the General Rev- <br />enue Fund. <br />Notary Public Bond for Frank F.
