PUBLIC DISCUSSION ITEM - REQUEST FROM BRIAN <br />HEADY TO "ADDRESS THE COUNTY COMMISSION ON ISSUES <br />THAT RELATE TO THREE-MINUTE TIME LIMITS, GAG RULES, <br />AND UNRESPONSIVE GOVERNING AUTHORITIES" AND OTHER <br />ISSUES <br />The Board reviewed a letter dated December 19, 2001: <br />Brian T. Heady <br />406 19`r' Street <br />Vero Beach, Fl 32960 <br />December 19, 2001 <br />Caroline Ginn <br />Margaret Gunter <br />Indian River County Commission <br />Vero Beach Florida 32960 <br />Dear County Commission Commissioners: <br />Please place me on the citizen input public discussion portion of your agenda for <br />the next meeting. <br />I would appreciate time to address the County Commission on issues that relate to <br />three-minute time limits; gag rules and unresponsive governing authorities. 1 would also <br />request time to speak to issues that relate to the Florida Constitution and provisions <br />therein as well as ways to reduce the time necessary to resolve current issues before the <br />Commission. All of these issues could save the taxpayers in legal defense time and <br />expense together with potential future legal settlements. 1 will also briefly continue my <br />remarks about the obligation to uphold oaths. 1 do not expect my remarks to last much <br />longer than five minutes in total. <br />if you have any questions I can be reached by telephone at 778-1028. <br />Sincerely. <br />Brian T.
