D . <br /> REFERENCE : PD -00- 10- 18 / LDP Application No . 98010081 -26031 <br /> DATE : January 2 , 2001 CONSENT AGENDA <br /> DESCRIPTION AND CONDITIONS <br /> Knight , McGuire & Associates , Inc . , on behalf of Kennedy Properties of Indian River, Inc . , the <br /> developers of Old Orchid Phase 2 P . D . , has requested a waiver of the cut and fill balance <br /> requirement of Section 930 . 07 (2 ) (d) of the Stormwater Management and Flood Protection <br /> Ordinance . Old Orchid Phase 2 P . D . received preliminary plat approval from the Planning and <br /> Zoning Commission on August 24, 2000 . The 7 . 53 acre project is located on the barrier island alone <br /> the east side of Jungle Trail, a quarter mile north of CR 510 . The site is located in special flood <br /> hazard area Zone AE with base flood elevation of 8 . 0 ft. N. G . V . D . The ten vear stillwater elevation <br /> is 4 . 8 ft . The proposed displacement of the floodplain below 4 . 8 ft . For which the waiver is <br /> requested is 667 cubic yards as indicated in the attached letter from the application ' s engineer dated <br /> August 16 , 2000 . <br /> AL TFRNATIVFS AND ANALYSIS <br /> The project meets the cut and fill balance waiver criteria provided in Section 930 . 07(2 )(d ) 1 . Of being <br /> situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br /> staff' s opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br /> requirements can be met without adverse impact on other lands in the estuarine environment . <br /> Alternative No 1 <br /> Approve the cut and fill balance waiver request . <br /> January 9 , 2001 <br /> 12 <br /> Pb r52 <br />
