ERIX OLSON, DIRECTOR OF UTILITY SERVICES <br />PREPARED GERALD LEBEAU J�T <br />& STA41F'±.D BY: INTERUM OPERATIONS MANAGER <br />SUBJECT: WORK AUTHORIZATION 17 —LNCREASE TO THk <br />UPPER LLVIIT <br />BACKGROUND: <br />On June 12, 2001 the Board of County Commissioners approved Work Authorization 17 <br />submitted by Camp, Dresser, & McKee, (CDM), for engineering services related to membrane <br />replacement with an Upper Limit of $31,450. (See attached A & B — Exhibit 1). The Scope of <br />Services included assisting County staff during the bidding and construction stages of the project. <br />ANALYSIS: <br />Installation of the Membranes has been completed on Skid Nos. 2, 3, and 4 along with the piping <br />on Skid No. 2. At this time, Skid # 1 is on hold pending the outcome of Skid # 4. The length of <br />construction has exceeded the estimated duration due to several factors, such as valve <br />replacement, membrane delivery, etc. Recently, the project was delayed as a result of scaling of <br />the second stage membranes, due to a possible faulty Feed Valve on Skid No. 4. This incident <br />has resulted in extensive out -of -scope assistance to County staff, by CDM, in an effort to <br />determine the cause of the scaling. CDM membrane and instrumentation specialists have been <br />involved with this effort The exact reason for the scaling is still to be determined. Should we <br />find that the contractor is at fault, staff will pursue all avenues necessary to recoup the incurred <br />related expenses. <br />RECOMMENDATION: <br />The out -of -scope work is ongoing, and Skid No 1 remains to be completed. CDM is rapidly <br />approaching the contractual limit of 331,450. (See attached letter from CDM dated 10/23/02 — <br />Exhibit 2). The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve expanding the Upper Limit of Worlc Authorization 17 to S45,000.
