At its regular meeting of April 27, 2000, the Planning and Zoning Commission granted <br />preliminary plat approval for the overall subdivision (Phase 1 and Phase 2). The applicant is <br />requesting final plat approval for Phase II and is bonding out some required improvements as <br />part of the final plat approval process. The owner, GEN Development Inc., through its agent <br />Masteller, Moler, & Reed, Inc is now requesting final plat approval and has submitted the <br />following: <br />1. A final plat in substantial conformance with the approved preliminary plat. <br />2. A Certified Engineer's Cost estimate for remaining required Phase II improvements <br />3. A Contract for Construction of the remaining required Phase II improvements. <br />4. A Security arrangement guaranteeing the contract for construction. <br />ANALYSIS: <br />Some of the required subdivision improvements for Phase II have been constructed, and the <br />developer proposes to "bond -out" for construction of the remaining improvements (landscaping, <br />utility services, road paving, drainage) to obtain final plat approval. The format of the financial <br />security has been approved by the County Attorney' s Office, and unit cost estimates for <br />construction items have been approved by Public Works, Utility Services, and Planning. The <br />developer also has submitted a copy of the Contract for Construction of Required Improvements. <br />The contract, which is on a standard form approved by the County Attorney's Office, will be <br />executed by the developer. All subdivision improvements are privately dedicated with the <br />exception of the utility system, which is separately warranted through the Department of Utility <br />Services. Therefore, no subdivision warranty and maintenance agreement is required. <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of County Commissioners grant <br />final plat approval for The Preserve at Vero Beach Phase II, authorize the Chairman to execute <br />the Contract for Construction and any security documents, and accept the security. <br />ATTACHMENTS: <br />1.
