Eliminate the newly proposed tree well provision. <br />The language of the existing ordinance requires tree wells when fill threatens the viability <br />of a tree to be saved. This language has been retained; however, no specific tree well <br />design requirements are proposed. The previously proposed tree well specifications have <br />been deleted. <br />IMPACT OF PROPOSED ORDINANCE REVISIONS ON T COST OF <br />AFFORDABLE HOUSING <br />County Comprehensive Plan Policy 1.7 of the Housing Element requires that the Board of County <br />Commissioners consider the effect of proposed LDR changes on housing costs. Such an analysis <br />is provided below. <br />There is only one provision in the proposed LDR changes that will likely increase costs for <br />projects, including residential projects. That provision relates to: <br />Placement of any structure or site improvement within a Critical Root Zone [Section <br />927.05(4)(e)J. <br />In some cases, there may be extra costs incurred in meeting this ordinance provision that are not <br />incurred under the existing ordinance. These increased costs are associated with the design, <br />engineering, or construction of the project or the services of a Certified Arborist. <br />While the proposed revisions to the Ordinance will likely result in some increases in the cost of <br />residential projects it is staffs opinion that these costs will not result in projects not being <br />proposed, approved, or completed. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt the proposed revisions to the <br />County Tree Protection and Land Clearing Ordinance (LDR Chapter 927) and Chapter 901, <br />Definitions. <br />ATTACHMENTS <br />Attachment 1, July 9, 2002, BCC minutes <br />Attachment 2, September 19 2002, PSAC minutes <br />Attachment 3, Current proposed draft ordinance <br />Environmental Planning Chief Roland DeBlois gave a brief history of the project and <br />reviewed the main points in the new ordinance and noted that in some cases vegetation is also <br />protected.
