a stormwater design is Heron Crest. Using that stormwater design, the Heron Crest <br />development achieved a density of 2.6 units/acre and met the RS -3 zoning district criteria. <br />6. Open Space: Required: 40% (17.40 acres) <br />Provided: 52% (22.81 acres) <br />Note: Includes minimum of 40% open space on each lot, common green areas and recreation <br />tracts, pedestrian ways, and credit as provided for in the LDRs for 5.22 acres of lake area <br />r_ <br />(total lake area is 6.33 acres). <br />7. Recreation Area and Pedestrian Improvements: The proposed project satisfies the PD <br />ordinance recreation area requirements as follows: <br />Required Recreation Area: <br />Provided Recreation Area: <br />1.31 acres <br />2.38 acres (includes recreation/park tracts and pedestrian <br />systems) <br />The PD plan proposes an internalpedestrian system consisting of a 5' wide sidewalk along <br />both sides of the project's roadways. Pedestrian improvements also include access to each <br />lake. The pedestrian system will provide for pedestrian connections to Walking Horse <br />Hammock subdivision to the east and Coral Wind subdivision to the west. The <br />recreation/park tracts are all connected to the project's proposed internal pedestrian system. <br />8. Surrounding Land Use and Zoning: <br />North: Sub -lateral Canal, 5`h Street S.W. single family homes/RS-3 <br />South: Vacant/CH <br />East: Walking Horse Hammock/RS-3 <br />West: Coral Wind, Grove/RS-3 <br />9. Traffic Circulation: As required by the LDRs, a traffic impact analysis was prepared by the <br />applicant and reviewed and approved by Traffic Engineering. That analysis indicates that <br />a west -bound left turn lane at the project's 5`h Street S.W. entrance is required. A left turn <br />lane is depicted as a proposed improvement on the PD plan. The turn lane improvements <br />must be completed prior to issuance of a certificate of completion. <br />The project will have a hill movement access point on 5`h Street S.W., which will be the only <br />regular access point to the proposed subdivision. There is an emergency access connection <br />which is proposed to connect to 5`h Street S.W. from the western cul-de-sac. Internal <br />circulation is provided by a main north/south road, which provides access to a "loop" <br />roadway at the south end of the site and provides access to three cul-de-sacs on the west side <br />of the project. <br />10. Stormwater Management: The public works department has approved the conceptual <br />stormwater management plan and will review the details of the stormwater management plan <br />with the land development permit. The stormwater management system proposes to use five <br />inter -connected Lakes, which will out -fall to the canal along the south side of 5" Street S.W. <br />11. Utilities: The site is required to connect to County water and sewer services, and the <br />applicant proposes to connect. These utility provisions have been approved by the County <br />Department of Utility Services and the Department of Health. <br />November 13, 2001 <br />
