All multipurpose recreational clubs authorized herein shall be located either adjacent <br />to a major thoroughfare or located within a project which is adjacent to a major <br />thoroughfare; <br />Note: Not applicable: the club is not a multipurpose recreational club. <br />f. All outdoor lighting shall be adequately shielded in order to prevent reflection onto <br />adjacent properties; <br />Note: No outdoor lighting is proposed. <br />g. A landscaped bufferyard with Type "C" screening, shall be required adjacent to all <br />residentially designated land. <br />Note: There is no residentially designated property adjacent to the subject site. <br />However, the proposed preservation areas are roughly equivalent to a Type "D" <br />buffer along the south and west site perimeters and a Type `A" or "B" buffer along <br />the north and east perimeters. <br />17. General Compatibility Issues: <br />In addition to the applicable specific land use criteria, there are general criteria for special <br />exception uses that must be satisfied These criteria are stated in LDR section 971 05 as <br />follows: <br />` Special exception uses, generally. Special exception uses are those types of uses <br />that would not generally be appropnate throughout a particular zoning district. <br />However when special exception uses are carefully controlled as to number areas, <br />location, and/or relationship to the vicinity, such uses would not adversely impact the <br />public health, safety, comfort, good order. appearance, convenience, morals and <br />general welfare and as such would be compatible with permitted uses within the <br />particular zoning district." <br />In particular, staff focused on safety, environmental health, and compatibility. These issue <br />are addressed below. <br />Safety <br />Staff's main concern is safety based. While staff has no expertise in gun range design. staff <br />researched the issue.
