He used additional aids to <br /> further enhance his comprehensive presentation . He concluded his remarks advising that this <br /> is being presented to the Board for conceptual approval and then a public hearing would be <br /> scheduled to afford the public an opportunity to speak to the issue . <br /> Mr . DeBlois then addressed questions of Vice Chairman Stanbridge . <br /> Commissioner Macht suggested the Board just go ahead and schedule the public <br /> hearing . <br /> In response to Commissioner Adams ' question , Mr . DeBlois explained that he had <br /> tried to get feedback from the State ' s Department of Environmental Protection concerning <br /> Method 4 but unfortunately many of the people he needed to speak with were off this week . <br /> Staff' s perspective is that the DEP supports the general concept of Method 4 , but he could <br /> o- <br /> not state that they would accept it . <br /> Sandra Clinger, 2680 Bobcat Trail , Titusville , spoke on behalf of approximately 100 <br /> members of the Save the Manatee Club who live in Indian River County . She advised that <br /> the packet she distributed (placed with the backup in the Office of the Clerk to the Board) <br /> included copies of letters to the Governor and Cabinet illustrating some of the varied <br /> concerns on this project . Club members believed these changes are being driven by a <br /> particular project and are being rushed . She had received a copy of Method 4 five days prior <br /> and felt that would indicate that the Fish and Wildlife Conservation Commission has not had <br /> time to evaluate anything other than Method 2 . The Club agrees that the mortality criteria <br /> included in the Plan today was probably too conservative on the side of protecting manatees . <br /> They do support Method 2 but do not support Method 3 or 4 at this time because averaging <br /> mortality does not give a sense of where you are going . She explained their opposition of <br /> Method 3 which would completely skew the mortality data .
