M45 <br /> lee <br /> t ` <br /> i <br /> a = <br /> ll <br /> DATE : November 14 , 2001 <br /> TO : Members of the Board ` <br /> of County Commissioners <br /> FROM : Ruth Stanbridge <br /> Commissioner <br /> ll <br /> SUBJECT : Legislative Issues — 2002 Session <br /> These are my recommendations for presentation to the Legislative Delegation meeting onlee <br /> Wednesday, December 12, 2001 . <br /> Item 1 : East Indian River County Master Stormwater Management Plan <br /> ,ellDuring the 2002 Legislative Session in a Community Needs application, Indian Riverlee <br /> n <br /> le <br /> County will be requesting $3 . 5 million or the second-year of the multi-year Phase Two. <br /> We realize that a second-year will probably be extended into a third, but that would be <br /> acceptable as we continue to move forward in completing this very important project. <br /> Z. [Funds from Phase Two will be used to address the remainder of the work at the North Relief <br /> Canal and also begin the work on the miles of major north south lateral and sub-lateral <br /> canals that lead to all three major outlet channels.) <br /> I will also be asking that a provision be added so we can be assured that the funding in <br /> these appropriations come back to Indian River County for design and construction . Some <br /> ' < confusion has occurred this past year with the St. Johns River Water Management District <br /> on whose responsibility it was to design and construct this project. <br /> lee <br /> FOR YOUR INFORMATION : From the 2000 Legislative Session Indian River County will <br /> be receiving $4 .33 million dollars for design and construction of Phase One of the Master <br /> Stormwater Plan . [This work will be in the South and Main Relief Canals) <br /> ell <br /> ell <br /> During last year' s 2001 Legislative Session , $4. 5 million dollars was requested to fund <br /> Phase Two . We fully realized that this Phase would probably need multi-year 'l <br /> consideration and afirst-year $ 1 . 5 million dollars was appropriated . We are waiting to see <br /> if this appropriation is in jeopardy with the Special Session . <br /> x � axzx :tx * * � * * * xzzxxs <br /> µa <br /> Item 2 : Resolution from the Indian River County Transportation <br /> Disadvantaged Local Coordinating Board <br /> '^ Since 1994 , there has been no additional funding for the Transportation Disadvantaged <br /> Trust Fund , meanwhile the need for services has and continues to increase significantly - <br /> statewide. <br /> ell <br /> le e <br /> The Trust Fund provides transportation dollars for Florida ' s seniors, the disabled , low- j <br /> income, and children -at- risk. These are our citizens who have no other ways or means to <br /> travel to doctors , medical facilities , grocery stores , and work or to job training. <br /> Funding for the transportation disadvantaged is a statewide need and I understand several <br /> bills may be introduced this session that will, hopefully, find some solutions to the funding <br /> problem .
