E . <br /> AND STAFFED ENVIRONMENTAL ENGINEER <br /> BY : DEPARTMENT OF UTILITY SERVICES <br /> SUBJECT : DEVELOPER'S AGREEMENT FOR COALITION OF HOMELESS <br /> FORCE MAIN CONSTRUCTION <br /> BACKGROUND <br /> The Coalition of the Homeless is a proposed commercial development located at the north side of 4' <br /> Street, east of Old Dixie Highway. A master planned force main is scheduled to be constructed east <br /> along the South Relief Canal from the FEC Railroad to Old Dixie Highway, then north along Old <br /> Dixie Highway to 4' Street on an as-needed basis driven by development (see attached copy of <br /> master plan map). COALITION FOR THE HOMELESS OF INDIAN RIVER COUNTY, INC ., has <br /> agreed to enter into a cost sharing agreement with the County to construct the master planned force <br /> main in conjunction with their site development. <br /> Attached is a proposed developer' s agreement with HOMELESS SHELTER AND ASSISTANCE <br /> CENTER OF I.R. C . for reimbursement of a portion of the subject force main. The Developer' s <br /> Agreement is stipulated to reimburse the Developer for the County ' s share of the force main based on <br /> itemized invoices of installed materials on a percentage complete basis4ess 10% retainage, monthly <br /> with final payment and release of retainage at the time said facilities are dedicated to the County <br /> (Paragraph - 1 .B of attached agreement). Developer will be required to post a 225% payment and <br /> performance bond prior to issuance of Utility Construction Permit (Paragraph — 14 of attached <br /> agreement). <br /> ANALYSIS <br /> As shown in Exhibit B of the attached agreement, the estimated cost sharing between the developer <br /> and the County is as follows : <br /> November 21 , 2000 <br /> 23 <br /> 8116PG181 <br />
