GrantAgreement for FY200&2001 Article V Trust Fund Grant- <br /> in Aid <br /> The Board reviewed a Memorandum of November 15 , 2000 : <br /> TO : Members of the Board <br /> of County Commissioners <br /> THROUGH : Joseph A. Baird <br /> Assistant County Administrator <br /> FROM : Jason E. Brown <br /> Budget Manager <br /> SUBJECT: GRANT AGREEMEN OR FY 2000/2001 ARTICLE V TRUST FUND <br /> GRANT4N AID <br /> DATE . November 15 , 2000 <br /> BACKGROUND AND ANALYSIS <br /> During the 1997 legislative session , the state legislature enacted Section 25 .402 , Florida <br /> Statutes , which governs the County Article V Trust Fund . The trust fund was created to provide <br /> compensation to counties for certain court costs , including court reporting and transcribing costa <br /> expert witness fees, and costs incurred for the appointment of special public defenders i <br /> criminal cases. <br /> As passed , the Article V Trust Fund program runs from FY 1998/1999 to 2001 /2002 . Fifteen <br /> percent of all civil penalties collected by county courts in State fiscal year 2000/2001 will be <br /> deposited into the Trust Fund for distribution to the counties through grants-in-aid . This <br /> percentage will increase to 20 . 6% in FY 2001 /2002 . <br /> Indian River Countyhas been awarded a Grant-in-Aid in the amount of $31 ,538 underthe Article <br /> V Trust Fund for FY 2000/2001 . In consultation with the Chief Judge of the Nineteenth Judicial <br /> Circuit, staff has developed a spending plan for these funds . Under the plan , Indian River <br /> Countywill receive funding forspecial public defender costs , court reporting services , and expert <br /> witness fees in criminal proceedings. The grant monies are to be distributed in advance through <br /> three disbursements prior to July 31 , 2001 . No matching funds or expenditures by the County <br /> are required as conditions of the grant. " <br /> Attached is the proposed Granton-Aid Agreement between the County and the Office of the <br /> State Courts Administrator, who will administer the grant. In order to obtain the funds , the <br /> county must return the signed agreement, along with the spending plan approved by the Chief <br /> Judge of the circuit. The spending plan has been approved by Judge Paul B .
