UCP -2075 <br />RESOLUTION III- PUBLIC HEARING <br />BACKGROUND <br />On October 8, 2002, the Indian River County Board of County Commissioners approved <br />Resolutions I (2002-089) and Resolution II (2002-090) for the above referenced Ercildoune <br />Heights Subdivision Petition Water Service Project. Resolution I contained the preliminary <br />assessment roll describing the project and cost. Resolution II set the date of the public hearing for <br />the subject project. Property owners have been notified of the public hearing by mail. Resolution <br />I (2002-089) was published in the Vero Beach Press Journal on October 14, 2002. (See <br />ATTACHMENTS: 1 -Plat Map, 2 -Schedule of Properties/Summary Assessment 3 -Estimated <br />Project cost & Preliminary Assessment Roll and 4 -Potable water & Sanitary sewer Sub -elements <br />On October 22 2002, at 7 pm. an informational meeting was held for the benefit of the property <br />owners; at the Indian River North County Library. The meeting was attended by 18 property <br />owners. <br />The Department of Utility Services staff has completed design of the water distribution system. <br />ANALYSIS <br />Originally there were 66 platted residential lots, which were to benefit from this proposed water <br />main installation. Since November 6, 2001 when the Board of County Commissioners authorized <br />proceeding with the design, owners on 80th Avenue proceeded with an earlier plan that they had <br />and have extended the water main on 80th Avenue to 144`" Street. This water main extension will <br />serve 7 properties and reduces the number of residential properties requiring service and to be <br />included in the assessment to 59 The original petition together with addendums was supported <br />with signatures of the owners of 21 properties, representing 32 % of the onginal 66 residential <br />lots. Of the remaining 59 residential lots to be served, 16 had signed the original petition which <br />represents 27 %. During design of this primarily residential project staff has determined that a <br />non -platted 3.69 acre medically zoned parcel and a 7 unit medical condominium, at the southeast <br />corner of the project, should also be served from the water main installation along 79th Avenue <br />and 142nd Way and have included these parcels in this proposed assessment. <br />The majority of the single family lot sizes in this subdivision are 0.27 & 0 28 acre and are <br />undersized," according to Indian River County's Comprehensive Plan and the County Public <br />Health Unit, Division of Environmental Health, which require that new lots utilizing well and <br />septic systems be a minimum of one-half acre. Lots not meeting these minimum standards are <br />called "undersized lots". <br />Indian River County's Comprehensive Plan states, "The County's water system shall be <br />expanded to supply the potable water needs of the eastern half of the County through 2010". (See <br />ATTACHMENT 4, page 2 of the Potable Water Sub -element, and page 23 of the Sanitary Sewer <br />Sub -element). <br />The attached map displays the area to benefit from the assessment project. (ATTACHMENT 1). <br />This project is to be paid through the assessment of property owners along the proposed water <br />line route. In the interim, funding will be from the Assessment Fund No. 473. <br />Attached are Resolutions I and II for the assessment project. The estimated project cost, and <br />amount to be assessed, including engineering, administration and construction is <br />ovember 5, 2002 <br />
