DeBlcis , AICP <br /> Chief, Environmental Planning <br /> RE : Board Consideration to Approve a " Small-Scale Spoil Island Restoration and <br /> Enhancement Program " Cost- Share Grant Agreement with the Florida Inland <br /> Navigation District for Public Access Improvements on Prange Island <br /> It is requested that the Board of County Commissioners formally consider the following information at <br /> the Board ' s regular meeting of November 6 , 2001 . <br /> DESCRIPTION AND CONDITIONS <br /> This matter is presented for the Board to consider approving a cost-share b ant agreement with the <br /> Florida Inland Navigation District (FIND) for construction of public access improvements on Prange <br /> Island . <br /> The —27 acre Prange Islands Conservation Area is located in the Indian River Lagoon just south of the <br /> 17' Street Causeway within the city limits of Vero Beach. Indian River County purchased the property in <br /> April 1996 with environmental bond funds, along with a 40 % cost- share grant from the Florida <br /> Communities Trust (FCT) . At that time, the County and the FCT approved a Conceptual Management <br /> Plan for the property . <br /> The itilanagement Plan identifies the following public access improvements on Prange Island that have <br /> yet to be constructed : <br /> • Limited boat dock (two to four Moor—las) <br /> • Nature trails <br /> • Education , navigation and seagrass/manatee protection signs <br /> • Picnic tables , grill & waste receptacles <br /> In March 2000 , the Board approved an application for a FIND Waterways Assistance Program grant for <br /> the Prange Island improvements . The 2000 FIND grant proposal was broad in scope, including an upland <br /> re - vegetation plan . The 2000 grant, however, was never approved by FIND , primarily because FIND <br /> requires that all agency permits for improvements be obtained within a certain grant cycle timeframe, <br /> which the County was unable to meet. <br /> NOVEMBER 6 , 2001 <br /> - 27 - <br />
