At its regular meeting of May 10 , 2001 , the Planning and Zoning Commission granted <br /> preliminary plat approval for the subdivision . The applicant is requesting final plat approval for <br /> the entire Compass Pointe Subdivision and is bonding out as part of the final plat approval <br /> process . The owner, Harbor-town Development Inc . , through its agent, Morgan & Associates , <br /> Inc . , is now requesting final plat approval and has submitted the following : <br /> 1 . A final plat in substantial conformance with the approved prelin;mary plat. <br /> 2 . A Certified Engineer ' s Cost estimate for the remaining required subdivision <br /> improvements . <br /> 3 . A Contract for Construction for the remaining required subdivision improvements . <br /> ANALYSIS : <br /> Some of the subdivision improvements have been completed, and the developer proposes to <br /> bond-out for constriction of the remaining required improvements to obtain final plat approval . <br /> The format of the final plat and the to- be- posted financial security has been approved by the <br /> County Attorney' s Office , and unit costs for construction items have been approved by Public <br /> Works , City of Vero Beach Utilities ( the utility provider for water and sewer services to this <br /> site), and Planning . The developer has also submitted a copy of the Contract for Construction of <br /> Required Improvements . All subdivision improvements are privately dedicated , with the <br /> exception of the utility system, which will be separately warranted through the City of Vero <br /> Beach utilities department procedure . Based on submission of the previously referenced contract <br /> and security, all requirements for final plat approval are satisfied . <br /> RECOMMENDATION : <br /> Based on the above analysis , staff recommends that the Board of County Commissioners grant <br /> final plat approval for the Compass Pointe Subdivision, authorize the Chairman to execute the <br /> Contract for Construction and any security documents , and accept the security. <br /> ON MOTION by Commissioner Adams , <br /> SECONDED by Commissioner Stanbridge , the <br /> Board unanimously granted final plat approval for <br /> the Compass Pointe Subdivision ; authorized the <br /> Chairman to execute the Contract for Construction <br /> and any security documents ; and accepted the <br /> security ; all as recommended by staff. <br /> CONTRACT IS ON FILE IN THE OFFICE <br /> OF THE CLERK TO THE BOARD <br /> NOVEMBER 6 , 2001 <br /> - 30 - i . . <br />
