ALTERNATIVES & ANALYSIS <br /> In 1995 , as a change from previous years , two separate contracts - one for Utilities property and one for <br /> countywide private property - were executed . This memorandum and the attached contract renewal <br /> pertain only to the countywide well plugg ng program; well plugging relating to County Utilities <br /> property will be addressed by the County Utilities Department under a separate agT eement. The attached <br /> FY 2001 - 2002 countywide contract renewal follows the same format as the 1995 countywide agreement <br /> ( entered in January 1996) that was renewed last fiscal vear . <br /> Abandoned flow- wells result in the unnecessary consumption of groundwater. Moreover, artesian flow <br /> wells tend to have high chloride levels, and in turn lower water quality in the surfcial aquifer, which is <br /> commonly used for private potable wells . Renewal of the attached agreement will result in the <br /> continuation of an important and successful water quality and quantity protection pro;am . The <br /> agreement renewal will fulfill Comprehensive Plan Nata�ral Groamcftivater A utfer Recharge Policy 3 . 5, <br /> which calls for ongoing renewal of the program . <br /> In anticipation of this agreement renewal , 520 , 000 has been earmarked in the County ' s FY 2001 - 2002 <br /> budget for the countywide well -plugging program (Planning/Code Enforcement Budget Account 004 - <br /> 207-524- 033 . 19 , under "Professional Services ") . <br /> RECOINENIENDATION <br /> Staff recommends that the Board of County Commissioners approve the attached countywide abandoned <br /> flow well plugging cost-share agreement renewal with the SJRWtiID for FY 2001 -2002 , and authorize <br /> the chairman to execute the agreement . <br /> ATTACHMENT <br /> L Copy of the proposed cooperative agreement renewal <br /> 2 .
