He asked that the right- of-way <br /> for that street not be abandoned until the access issue is resolved . He asked for a clear signal <br /> from the county that the details regarding access can be worked out with staff and himself <br /> He then referred to a possible "trade - off ' with another gentleman (Fred Mensing) who owns <br /> a parcel in the same area but located inside the conservation area . This trade - off would <br /> result in the county gaining an additional 1 . 3 acres of scrub jay habitat . <br /> Commissioner Adams questioned whether the property is currently zoned multi - <br /> family, and Mr . Kirrie stated that the City of Sebastian considered rezoning the property to <br /> industrial on July 11 but it was turned down because of the access issue . <br /> Mr . Kirrie noted that he is willing to pave the portion of the street going into the <br /> habitat for purposes of occasional use by security patrols and maintenance .
