Present were Chairman Arthur R. Neuberger, Vice Chairman Gary C . Wheeler, <br /> Commissioners Sandra L . Bowden, Wesley S . Davis , and Thomas S . Lowther . Also present <br /> were County Administrator Joseph A . Baird, County Attorney William G .
