DESCRIPTION AND CONDITIONS: <br />Sabal Trace Phase I is an 8 lot, 1.7 acre portion of a three phase 5.02 acre multi -family <br />site plan project located on the west side of 581h Avenue between State Road 60 and 26`h <br />Street. The property is zoned RM -6 (Residential Multi -family up to 6 units/acre) and has <br />an M-1 (Medium Density 1 up to 8 units/acre) land use designation. The density of the <br />Phase I area is 4.71 units/acre. <br />On December 13, 2000, the Planning and Zoning Commission granted preliminary, plat <br />and site plan approval for the entire project. Like some other multi -family projects, such <br />as Cambridge Park, this project involves an approved site plan "overlayed" by a plat. By <br />platting, small lots are created for and sold with individual units. Development of the <br />units will proceed under the parameters of the approved site plan, and inspections will be <br />conducted via the site plan development inspection procedures. The developer is now <br />requesting final plat approval and has submitted a final plat in conformance with the <br />preliminary plat_ <br />ANALYSIS: <br />The improvements for the project (e.g. roads, drainage, landscaping) are tied to the site <br />plan which has been approved and released for construction. Thus, site development, <br />with the exception of utilities, is controlled by the approved site plan. Therefore, via the <br />site plan inspection process, no Certificate of Occupancy will be issued for any unit until <br />required improvements are in place for that particular unit. <br />The internal street has been built to County standards and will be publicly dedicated to <br />the county via this plat. Because the street is being dedicated to the county, its <br />construction will need to be warranted for a 1 -year period. The applicant has made <br />arrangements to warrant the street construction via a Warranty Maintenance Agreement <br />and Maintenance Bond. The agreement will need to be executed by the applicant and <br />bond posted prior to recording the final plat. <br />Since utility improvements (gravity sewer) that serve Phase I run through Phases II and <br />III, and the required improvements in Phases II and III have not been fully developed, the <br />Utilities Department is requiring the applicant to execute a Contract for Construction for <br />the remaining utility improvements in Phases 11 and Ill (paving over utility lines in Phase <br />II and III ) and post financial security to guarantee the construction_ Under the contract, <br />the remaining required utility improvements within Phases II and III will need to be <br />completed within 1 year. Completed utility improvements will be warranted separately <br />through the Utility Services Bill of Sale process. Staff has reviewed and approved the <br />final plat, Warranty Maintenance Agreement, Contract for Construction, and determined <br />that all requirements of final plat approval are satisfied. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant final plat approval for <br />Sabal Trace Phase I and authorize the Chairman to sign the Contract for Constriction and <br />accept the posted security. <br />ATTACHMENTS: <br />L Application <br />2.
