Hays, Senior Civil Engineer <br />Request for Floodplain Cut and Fill Balance Waiver for River Island <br />Planned Development <br />PD -01-01-02 / LDP Application No. 2000030017-27520 <br />December 5, 2001 <br />DESCRIPTION AND CONDITIONS <br />Mosby and Associates, Inc., on behalf of Indian River Investment Properties, Inc., the developer of <br />River Island Planned Residential Development is requesting a waiver of the cut and fill balance <br />requirement of Section 930.07(2)(d) of the Stormwater Management and Flood Protection <br />Ordinance. The project is located on the west bank of the Indian River Lagoon at the end of 95"' <br />Street along a new road, 52" Court. The site is located in special flood hazard area Zone AE with <br />base flood elevations of 9 and 10 feet N.G.V.D. The ten year still water elevation is approximately <br />4.8 feet. The proposed displacement of the floodplain below 4.8 feet for which the waiver is <br />requested is 1.47 Ac -ft. as indicated in the attached letter from the applicant's engineer dated <br />October 9, 2001. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1 of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br />staff's opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment. <br />A separate request for a Land Development Permit has been received by the Public Works <br />Department. <br />DECEMBER 18, 2001 <br />01► 1 C.
