DESCRIPTION AND CONDITIONS: <br />The 800 MHz radio system utilizes an Enhanced Digital Access Communications <br />System (EDACS) System Manager. The EDACS System Manager is a computerized <br />management system that provides a common database for all the system elements, <br />including the backbone, consoles, and tower sites. It enables a supervisor <br />maintenance technician to directly access and configure the radio system, monitor user <br />activities, add or delete radios from the system, detect and report alarms, and control <br />other types of activities at each remote communications site. <br />When the radio system infrastructure was purchased in FY 95/96, the System Manager <br />was based on a proven VAX computer technology from the Digital Equipment <br />Corporation, running a proprietary EDACS application software. High-end computer <br />technology and software has changed greatly in the last five 5 <br />) years, and MIA COM, <br />the manufacturer, has recommended replacement of our VAX -based system with a new <br />System Manager utilizing a Microsoft Windows NT platform. <br />VAX computer Technology was initially used because of its multi -tasking features, the <br />Microsoft -based platform, which was not available five (5) years ago, affords greater <br />flexibility in implementing upgrades to the overall radio system. Additionally, software <br />development in the Microsoft Windows NT environment is much cheaper than <br />proprietary software development in the older style VAX computer systems. M/A COM <br />advised each of their 800 MHz users nearly a year ago that these changes were <br />necessary and forthcoming and funds were budgeted for the purchase of the new <br />System Manager. <br />ALTERNATIVES AND ANALYSIS: <br />The 800 MHz radio system, like any other computer system, requires periodic <br />maintenance and upgrades to the system's infrastructure. The cost of the replacement <br />System Manager from M/A COM is as follows. <br />CSD500 Server System (System Manager) <br />CSD Radio Control (Dynamic Regrouping) $12,150 <br />VAX to CSD Database Conversion 5,125 <br />CSD Client Application (Multi -User Software License) 2,400 <br />_2 625 <br />$22,300 <br />M/A COM's regional representative for the installation of the new System Manager is <br />Communications International Inc. Communications International was awarded the <br />contract from Ericsson Communications five (5) years ago to do the original installation, <br />and their knowledge of our radio system is substantive.
