Matson <br />Assistant NIPO Staff Director <br />DATE: November 16, 2001 <br />SUBJECT: REQUEST TO ENTER INTO A PUBLIC TRANSPORTATION JOINT <br />PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF <br />TRANSPORTATION (FDOT) <br />It is requested that the information presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of December 4, 2001. <br />DESCRIPTION & CONDITIONS <br />For the past several years, Indian River County has applied for and received federal mass transit <br />capital and operating assistance under 49 USC Ch. 53, Section 5307 (formerly and more widely <br />known as Section 9 of the Federal Transit Act). For FY 2001/02, the County is eligible to apply for <br />$552,995 in federal transit operating assistance. The federal funds are to be matched by $552,998 <br />in state and local funds. Of the $552,998 match amount, $276,499 is to come from a state Public <br />Transit Block Grant (PTBG), and $276,499 is to be provided by Indian River County with previously <br />approved general fund monies budgeted specifically for this purpose. To receive the PTBG funds, <br />the County must enter into a Joint Participation Agreement with FDOT, a copy of which is attached <br />to this staff report (Attachment l). <br />Applying for Section 5307 funds includes several steps. For FY 2001/02, the first step is to apply <br />for Florida PTBG funds. Subsequent steps include applying for federal capital and operating <br />assistance and applying for Florida toll revenue credits for use as a soft match to receive federal <br />capital assistance. Ultimately, the County will pass the Section 5307 and the PTBG funds through <br />to the Indian River County Council on Aging, Inc. (COA) for continuation and expansion of public <br />transportation services. The COA will use the Section 5307 and PTBG monies to fund its Indian <br />River Transit/Community Coach fixed route and dial -a -ride transit services. <br />DECEMBER 4, 2001 <br />-59- <br />
