Environment <br />The subject property contains mostly pine flatwoods habitat. Cabbage Palm and hardwood <br />hammocks are also on the site. The southeast corner of the site appears to contain a small (1 35 acre) <br />jurisdictional wetland. Some nuisance exotic vegetation (melaleuca and Brazilian pepper) exist <br />throughout the site. Federal Emergency Management Agency maps indicate that the site is not <br />within a flood hazard area. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. Water lines from the South County Reverse <br />Osmosis Plant and sewer lines from the South Regional Wastewater Treatment plant extend aloncyg <br />9`h Street, SW to the subject property. <br />Transportation System <br />The subject property is bounded by 9`h Street, SW; 13`h Street, SW; and 31" Avenue. The portion <br />of 9`h Street, SW that is adjacent to the site is classified as an urban principal arterial road on the <br />future roadway thoroughfare plan map. Scheduled for expansion to 4 lanes by 2020, that segment <br />of 9`h Street, SW is currently a 2 lane paved road with approximately 150 feet of public road right-of- <br />way. <br />The segment of 13`h Street, SW on the south side of the subject property is classified as an urban <br />collector road on the future roadway thoroughfare plan map. That portion of 13`h Street, SW is a 2 <br />lane unpaved road with approximately 40 feet of public road right-of-way. Currently, there are no <br />plans to expand 13`h Street, SW. <br />Thirty-first Avenue, which is the subject property's western boundary, is a 2 lane, unpaved, local <br />road. Currently, there are no plans to expand 31" Avenue. <br />Development on the subject property would also generate traffic on 27`h Avenue. Classified as an <br />urban collector road on the future roadway thoroughfare plan map, the portion of 27`x' Avenue <br />between 9`h Street, SW and 13`h Street, SW is a 2 lane paved road with 50 to 90 feet of public road <br />right-of-way. Currently, there are no plans to expand this segment of 27`h Avenue. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of the request will be presented. Specifically, this <br />section will include: <br />• an analysis <br />of <br />the <br />request's <br />impact on public facilities; <br />• an analysis <br />• an, analysis <br />of <br />of <br />the <br />the <br />request's <br />request's <br />compatibility with the surrounding area, <br />consistency with the county's comprehensive plan; and <br />• an analysis <br />of <br />the <br />request's <br />potential impact on environmental quality. <br />Impact on Public Facilities <br />This site is located within the county Urban Service Area, an area deemed suited for urban scale <br />development. The Comprehensive Plan establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid Waste, Stormwater Management, and Recreation (Future Land Use Policy 3.1). <br />The adequate provision of these services is necessary to ensure the continued quality of life enjoyed <br />by the community. The Comprehensive Plan and Land Development Regulations also require that <br />new development be reviewed to ensure that the minimum acceptable standards for these services <br />and facilities are maintained. <br />
