Existing Land Use Pattern <br /> Subject Property 1 <br /> Subject Property 1 is part of the ±22,000 acre St. Sebastian Buffer Preserve. That preserve includes <br /> land adjacent to Subject Property 1 on the north, in Brevard County, and on the east (The Coraci <br /> Tract in Indian River County) . Containing pine flatwoods, wetlands, and scrub habitat, the St. <br /> Sebastian Buffer Preserve, including Subject Property 1 , is nearly completely undeveloped. The <br /> portion of the preserve located in Brevard County is zoned either AU, Agricultural Use, or GU , <br /> General Use. To the South of Subject Property 1 , land at the northwest corner of I-95 and CR 512 <br /> is vacant and is zoned CG, General Commercial District. Recently annexed into the City of <br /> Fellsmere, land on the south side of CR 512, west of I-95 , is also vacant. Prior to the annexation, <br /> that land was in the unincorporated county and was zoned A- 1 . Further west along the north side <br /> of CR 512 is the I, Industrial, zoned MESA Park entertainment complex, also in the City of <br /> Fellsmere. West of Subject Property 1 , land is zoned either A- 1 or A-2, and uses include citrus <br /> groves, vacant land, and residences on large lots . <br /> Subject Property 2 <br /> Subject Property 2 consists of two parts- the western portion between 130'" Avenue and 122nd <br /> Avenue, and the eastern portion between 122d Avenue and I-95 . The western portion consists of <br /> inactive citrus groves which the St. Johns River Water Management District plans to restore to a <br /> natural use. Abutting those inactive groves on the south are wetlands associated with the St. Johns <br /> Marsh. Those wetlands are zoned Con- 1 . <br /> More citrus groves, apparently also inactive, abut Subject Property 2 on the west. Those groves are <br /> zoned A-2 . West of 122"d Avenue, land north of Subject Property 2 is zoned A4 and contains <br /> single-family residences on large lots. East of 122d Avenue, land is undeveloped and consists of <br /> wetlands and heavily wooded uplands. The property bordering the northern boundary of the eastern <br /> part of Subject Property 2 was recently annexed into the City of Fellsmere. Prior to the annexation, <br /> that land was zoned A-2. The property bordering the southern boundary of the eastern part of <br /> Subject Property 2 is also zoned A-2 . Land east of Subject Property 2, across I-95, is zoned A- 1 . <br /> Subject Property 3 <br /> Bordered by the Con- 1 zoned estuarine wetlands of the Pelican Island National Wildlife Refuge on <br /> the west, Subject Property 3 is zoned A- I and consists of inactive citrus groves and jurisdictional <br /> wetlands. The United States Fish and Wildlife Service intends to use Subject Property 3 for wetland <br /> restoration or to buffer existing wetlands. The lands to the east of the site consist of citrus groves <br /> and are zoned A- 1 . <br /> Subject Property 4 <br /> Subject Property 4 contains heavily wooded uplands . To the south of Subject Property 4, land is <br /> zoned RS=3 and contains citrus groves or single-family residences on large lots. Abutting Subject <br /> Property 4 on the west is the RS-3 zoned Lindsey Pines Subdivision of single-family residences. <br /> Abutting Subject Property 4 on the north is an ±20 acre tract that is zoned A- I and contains one <br /> single-family residence.
